Fix advanced menus not showing when VirtualNavigation and no JSF

      Description

      The Web Service Filtering and XML Extension menus are not displayed when you have Virtual Navigation packge but no JSF in your Application Definition (see NXS-4709).
      The missing registries due to no JSF should not impact those menus
