Cannot download a tag that has just been created or make a new release

1. log into Studio
2. create a tag
3. try to download it
4. observe a 500 error
5. try to download other tags that were made another day
6. observe it works fine.

2nd scenario:

1. try to make a release
2. observe nothing happens after submitting the new release form
3. observe the release is not present in the release list

Note: this seems to happen only on the feature/v1 branch.
