In tab configuration, filters are applied only to the tab label

Filters should be applied to both the tab label and the actual page.

This is particularly useful when replacing the "view" tab which is the default one displayed when the url does not contain a tab name

Steps to reproduce (see NXS-5177.mp4 attached)

• Create a custom tab called customview, link it to a custom element
• Add a filter on administrators group
• Save
  => filter is put on the tab header, not on the view itself

• Hot reload
  => Admin sees the custom view
  => Users see the content of the custom view instead of the default view tab

Expected: custom tab should not override the default content when a filter is supposed to apply
