Avoid relying on master version of nuxeo-elements and nuxeo-ui-elements

There are several declarations of dependencies to the master version of nuxeo-elements and nuxeo-ui-elements. With the recent upgrade to Polymer 3, this is now causing problems when building these components. The dependencies should specify specific release tags instead of master.
