Fix Designer code editor actions not showing

After the introduction of the new Studio status bar, the Designer code editor actions no longer show up in several editors:

• When accessing a resource through the resources tab.
• Editing a translation in the Translations editor.
• Editing a theme in the Themes editor.
  (there might be other cases, needs investigation)

This problem seems to have been fixed for the Layouts editor, as the options show up correctly there.

For users just wanting to change their code editor theme, as a workaround, this can be achieved by accessing a layout through the Layouts editor (UI tab) and changing it there.
