Upgrade Designer to Polymer 3

      Description

      At the moment, Studio Designer is still running in Polymer 2 legacy mode. 

      However, Web-UI (and elements) are being migrated to Polymer 3 and their future is being planned ahead.

       

      To keep up with them, we should upgrade Designer to Polymer 3.
