Fix quick switcher regression - ui and layouts menus merge in Designer

Using 3.3.1

• In quick switcher (QS), typing a default doctype name shows an unknown config indication and you can't jump to it (in prod shows document layout and it's possible to go to it)
• some menu options do not show in QS (see screenshot and video):
  • left menu items
  • main menu pages
  • tabs
• creating a custom document type "Contract" and typing "con" in QS shows unknown config options (see video)
