Allow toggling on/off the missing layout generation

      Description

      One of the issues that NXS-4980 introduced is that, when downloading a bundle, the generation of missing layouts is always triggered. The goal of this ticket is to introduce a mechanism that allows the generation of missing layouts to be turned on/off.
      Details that have not been decided yet:

      • Who can toggle the option?
      • A toggle per document type? Per project?
      • Where is this toggle option located in the UI? (should only appear when Web UI is selected in AppDef)
