Allow the use of the Orderable facet when JSF is not installed

When trying to use the Orderable facet ("Children of this document are orderable") on a Document Type in Modeler, when the JSF UI marketplace package is not selected in Application Definition, an error occurs.

The facet is a core one, not related to JSF so yes it should be available even without JSF.

The goal is to be able to select/deselect this facet without any errors.
