Keep inner html for Web UI contributions

Even if contributions should normally be single elements so we can extract a meta model we should not lose content when they're not.

For instance, in the context of NXP-21249 there was a need to rely on a <dom-repeat> so multiple actions could be stamped as individual elements in a slot.
