Make sure AWS SDK can be used in eu-central

The eu-central region supports only Sign V4 of AWS URLs.

To enable the V4 signature in our current aws sdk version, we need to explicitly set a Region in the client. (and add a system property to enable it, but this will be done on infrastructure side)
