Let web browsers cache view designer static resources

      Description

      Studio Designer loading is ~12MB to download and due to current caching strategy it is downloaded every time one switches from modeler to designer.

      GOAL
      Get inspiration from Web UI improvements to optimize caching strategy and reduce loading time.
