      Create, update (normal / forced), delete tags are allowed, except for release tags created by Studio (they are annotated tags with message "[RELEASE]").

      Description

      There's no reason one could not create a tag from a local repository.

      Although, we have to forbid users to push tags that are annotated with [RELEASE] as this has a specific meaning for studio (ie: this tag generated a release).
