Force priority when disabling default UI contributions

Since HTML imports load order is not consistent between native support and polyfill it is required to define a "priority" > 0 (ie 100) when overriding existing contributions.
Today in Designer even if this attribute is defined directly in the bundle it is lost when making changes with the UI editor as the feature is not aware of it.
