Stabilize Designer tests

Designer tests have been failing for quite some time (specifically on the data table tests on 9.3). Apparently, this was never an issue because the Jenkins slaves (seem to) have been caching older Web UI checkouts somehow, allowing the tests to pass when they shouldn't. The goal of this ticket is to stabilize these tests, and possibly having to disable them in the meantime.
