Fix layout scaffolding when document type has the NXTag facet

      Description

      In Modeler

      • Create a document type
      • Add the NXTag facet to it

      In Designer

      • Scaffold a layout (e.g. create layout)

      => Scaffold does not succeed and console shows an error

      NOTE
      This is the root cause for NXS-4603
