There should be a new "layout" feature in "Content model". From there one could register a layout in creation, edit and view mode (although I don't see use case of creation so far).
Then in the "tabs" tab of the document type feature, there would be a third subtab that enables to add tabs referencing the layout and being able to configure tab enablement.
Note that the way the layout would be configured would be quite new, there would be one layout for real, jsut leveraging the modes. Of course, we could as a first step not implement it like this and genrate three diffrent layouts, as long as they are correctly called by the "edit" button in the DM user interface.
