Fix action / operation screens inversion

In Designer's action screen, you can create an operation or an action.

Help says:

Action
`Uses <nuxeo-operation-button> on the selected slot. Can specify an icon as well as a Nuxeo operation and its parameters that will execute on tap.`

Operation
`The most generic type; any element can be configured or created, using the operation and script action templates. Common usage includes displaying a dialog with a call to an action.`

In practice this is the contrary. Clicking on operation takes you to something that matches the action description and vice versa.

Depending on what is wrong,

• Either the help should be fixed
• Or the screens should be inverted

Decision should be taken in order to keep consistency in the Designer's... design? so that for instance (just an example) if people are used to have the more generic option as first option when using the create button it remains that way.
