Lock the target versions of elements for target platforms 9.3 and 9.10

For the target platforms 9.3 and 9.10, the element catalog is currently being generated for the master version of nuxeo-elements, nuxeo-ui-elements and nuxeo-web-ui. It should be fixed at the release version of:

For 9.3:

For 9.10:

• nuxeo-web-ui: release-9.10
• nuxeo-elements/ui-elements/dataviz-elements: 2.2.0
