Reorder vocabularies and workflow entries in modeler left tree

Currently, vocabularies and workflow menu entries placement do not make much sense.

While we tackle NXS-4311 , we should take the opportunity to place them where it makes more sense for our users.

• Move vocabularies menu entry below content model - not inside content model, below it. (this option is related to the content model)
• Move workflow menu entry below automation - not inside, below it. (this option usually requires progress to have been made on content model and automation first)
