Cannot add I18N files for en-* locales

Reproduction steps:

• go to view designer
• go to UI/Translations
• create a new file with the following pattern "messages-en-*.json" (e.g. "messages-en-GB.json")
• deploy your Studio JAR
• an error should show in logs, such as the one in stacktrace.log enclosed file
