Add help panels to UI area

Goal
Create a help system that will support newcomers on the UI area.
Make it non-intrusive for regular users.

Specs
Show a panel with the help content depending on screen.
(contents on PDF)
Panel is closable.
A new help action will appear next to editor title to toggle the help panel.
Panel close/open state should be on local storage. Is no indications, panel should be open.
