Create REST endpoint to retrieve project information for header

      Description

      New header in Studio is built as a Polymer element so it can be shared between Modeller and Designer. This will require making necessary information easily available through REST API.

      We need info about:

      • project name/id
      • current target platform and enabled packages (plus any status about the TP - restricted, deprecated, etc)
