Fix console error on properties menu background click

Reproduce

1. In view designer
2. Select a property (e.g. dublicore title)
3. Try to click the hamburger menu for PolymerPaperInputBehavior while the menu is closed (on the background of the icon)

Note
This click might be starting accordion opening but event data send wrong target (icon background instead of accordion header)
