add a "force creation" yes no radio button option on the user/groups feature

Currently people think the feature doesn't work because the database is already created at the time the contribution is deployed, and as a consequence, the tables are not created.

There should be on each tab (users and groups) a initial option:
"Force creation if missing: yes no" that would generate the corresponding contribution.
