Introduce a nuxeo-filter editor in the designer

A filter editor similar to the existing user action activation configuration should be made available to allow filtering slot content contributions.
This editor should be reusable so it can be used for menus, actions and pages and it should also be aware of the context available since some slots might not have all the context needed.
