Use bower instead of npm to manage front-end deps

Polymer elements published in NPM are too old and likely they won't be updated until the polymer team starts using Yarn.

Meanwhile, we need to move to bower again, to get fresh versions of polymer/polymer elements otherwise we might be working on top of some really old code.
