Simple contributors should not be able to manage users in Application Settings > User roles

Users that do not have the "Manager" role (just "Contributor") can add and remove users in the Application Settings.

For instance, with a studio trial, as a standard trial user, I can add users (who don't exist by the way) and remove them.
