Default target platform recovered from TargetPlatformService should be 8.3

When getting the default TP from the TP service, we apply as a parameter, the CAP type. The definition found in the contribution only declares the SERVER type for 8.3. Thus it returns null, and then a fallback value of 7.10 is being used.

The chosen solution is to update the contribution, in order to give both SERVER and CAP type to the 8.3 declaration.
