Build element catalog for the View Designer

A catalog should be available in the View designer to allow users to drag and drop widgets.

Since we don't currently plan to have any sort of server side build process in Studio our views will need to rely on elements already available in the UI.
This means that we should limit the catalog of elements the user can use in his views and for performance reasons this could/should be done offline
