[Branch Management] Migration: check that all ignored projects are legitimate

      The list has been checked, and details put in https://docs.google.com/document/d/19ACEjAnyD4sMBWWjeuFIavqMngAUHLoBiua0gg34C_Q/edit?pli=1 under "Projects ignored by migration scripts (2016-03-14)".

      During the migration process, a bunch of projects are ignored (project directory does not exist, or is empty, etc.).
      We need to check that the current list contains only legitimate ignored projects.
