Use a more self explanatory wording for the Creation Policy setting

The creation policy field is confusing for users who are new to Nuxeo studio:

• Update Policy would be a more suited name as it covers both creation and update of the vocabulary
• It's difficult to understand the meaning of the default value "on missing columns" as people don't handle columns in studio. Something like "Don't override existing values" would be a better description of the actual behavior
