Lifecycle & Workflow should use the same UI

When creating a lifecycle, states are on top, and you have to click on a state and then draw on the work area to have your state.

When you create a workflow, tasks are displayed on the left side, and have to drag them in the work area.

The workflow UI is more accurate: having the state list on the left side, and drag them on the right side.
