Fix workflow task button when "transitions" tab has not been selected

The logics to "generate the condition for transition" buttons should be reviewed:

• sometimes the button is not available as long as user has not clicked on the "transitions" tab
• when navigating from one tab to the other and/or checking/unchecking the "generate the conditon" button, custom condition on transition can be lost
