Cleanup dependencies to TARGET_PACKAGE and TARGET_PLATFORM

      Description

      Deps to TARGET_PLATFORM are still needed waiting for NXS-2029 to be done, but some dependencies to TARGET_PACKAGE enum could already be cleaned up in the code, and some deps to TARGET_PLATFORM could be cleaned up too.

      Also, disabled or restricted target platforms info should be available to the client context for appropriate messages to be displayed (see NXS-2135)
