Implement Rest binding for Automation chains

Rest binding should be done in a new global feature - Automation Rest Bindings
which will generate an extension that will be handled by automation-server component
Rest binding is specifying:
1. Enable/Disable (whether to enable or not the chain through rest)
2. An optional list of user groups that are GRANTED to invoke the chain. If not specified all users are granted.
3. An optional isAdministrator security filter.
