Branding: make "Background covers all the screen" checked by default

When user sets a default branding but doesn't set a new login picture, the default login picture is zoomed in without warning. The user has to go on the Login page tab and check "Background covers all the screen" so he can keep the default behavior.
It would be more user-friendly if this option could be checked by default so the user keeps the default image and behavior.
