Fix management of forms on tabs

Whenever showing a sub widget configuration, the "add surrounding form" option is presented, even if parent widget does not handle the corresponding control (only layout templates and the container widget type do on 5.8 and 5.9.1).

This could be hidden by checking the parent widget type configuration, see NXP-13391.
