Fix parent widget on vocabularies when using obsolete entries

Steps to reproduce:

• create a hierarchical directory and use obsolete entries
• deploy to Nuxeo
• in admin center, on vocabularies page, edit an entry with an obsolete parent

=> the obsolete parent value is lost because it's not in the list: the parent widget should not filter obsolete entries
