Add a check on existence of referenced vocabulary in one of the registries

Since vocabulary refactoring doesn't handle the renaming of references in layouts, there should be a check that the referenced vocabulary do exist, on all the widgets that are known to reference a vocabulary.

OF course, if the effort of improving the refactoring is on the same scale, this ticket is not necessary.
