Toggleable form should allow multiple form layouts selection

It's not possible to display in a toggleable form multiple form layouts in the same form (like in Document Type layouts) whereas the toggleable form help says:

The layout to display before toggling the mode. Also accepts a list of multiple layout names, separated by commas.

Either the help message should be updated or the widget should allow multiple layout selection
