Do not generate empty layouts for tasks

Current workflow builder code insists on generating and linking empty layouts to nodes for tasks => don't understand why this is needed.

And when displaying the action on Nuxeo side, it makes it harder to decide whether a form should be displayed in a fancy box when ending the task.
