Add a convenient method to fetch server's configuration file

Following NXP-23589, that file is stored at $NUXEO_URL/api/v1/drive/configuration.

The idea is to add a method in the Python client to easily fetch that file and returns a dict. On any error, returns an empty dict and log the error.
