Hide "new raw picture" button from picture summary view when no write right

      Description

      (affects 5.7-SNAPSHOT, see NXP-9830)

      The "new raw picture" button should check for the "addChildren" permission (or an action filter).

      While we're at it, it should redirect to the raw picture creation form directly.
