Fix packages-to-download information when installing a package from the Admin Center

When installing from the Admin Center a package which has dependencies, there's a message about required related downloads.
The "Already downloaded packages that need to be installed :" list is wrong and contains packages also listed in "New packages that need to be downloaded and installed :".
