Allow dashboard management by tenant

      Description

      Each tenant administrator should be able to manage the dashboard for all tenant users through the Admin Center.

      The default dashboard will be stored inside each tenant.

      If the current user is not related to a tenant, we fallback on the default management with the default dashboard stored in /management.
