Using the '&' character in the db password makes it impossible to start nuxeo

Using the nuxeo tomcat distribution, when the "nuxeo.db.password" from the postgresql template contains an '&' character, the bundled tomcat won't start because of a parsing error in the server.xml file. These characters should be escaped when the tomcat configuration is generated from the templates.
