nuxeo.conf is not handled properly by nuxeoctl.bat. in a Windows 7 environment

      Description

      1. Unix/Linux export variables aren't compatible to DOS/Windows environment variables: $JAVA_OPTS <-> %JAVA_OPTS%.
      2. The case where $JAVA_OPTS is expanded is not considered.
      3. Assignments like -XX:MaxPermSize=512m won't work.
      4. "%NUXEO_CONF%" in the for-loop's filenameset is treated as a literal string instead of a file content.

      nuxeoctl.bat uses default arguments to launch nuxeo.
