The configuration service is based on apache commons configuration (http://commons.apache.org/configuration/)
and enable to share configuration between cluster node using a jdbc backend.
The configuration values can be typed (string, int, date, url, list) but the type is not stored and must be known at read time.
In the retention use case this service is responsible to store the non XML part of a rule.
