Minimize temporary file copies when creating Pictures

There are too many useless temporary file copies when creating Pictures and their reduced views.

• resizers/identifiers copy the blob to a temporary file even though the blob may be file-backed,
• when doing a zone drop Picture (and reduced views) creation is called twice.
